The Energy Policy Council is located within the Department of Commerce.  The council consists of 15 members who are appointed as follows:  two members of the North Carolina House of Representatives appointed by the Speaker of the House, two members of the North Carolina Senate appointed by the President Pro Tem of the Senate, seven public members who are citizens of the State of North Carolina and are appointed by the Governor, the Secretary of Commerce, the Chairman of the North Carolina Utilities Commission, the Secretary of the Department of Natural Resources and Community Development, and the Commissioner of Agriculture.
