04 NCAC 12F .0104 IDENTIFYING EXISTING OR UNDER CONSTRUCTION HOMES
(a) The ED/AEC will contact local coordinators, local homebuilders associations, the Solar Spec Program, the North Carolina Coalition for Renewable Energy Resources, the North Carolina Solar Energy Association and other groups and request the names and addresses of likely candidates who have expressed an interest in the showcase. The ED/AEC will mail these potential candidates a questionnaire asking them to submit to the ED/AEC the following information:
(1) a full description of their home;
(2) the actual or projected energy savings for their home; and
(3) house plans or sketches.
(b) The Technical Review Committee
(1) The ED/AEC will establish a technical review committee which will evaluate the information submitted by potential candidates to identify leading candidates. The technical review committee may include, but is not limited to representatives of the following groups:
(A) The North Carolina Homebuilders Association;
(B) The North Carolina Coalition for Renewable Energy Resources;
(C) The North Carolina Solar Energy Association;
(D) The ED;
(E) The AEC; and
(F) Solar architects.
(2) In selecting leading candidates, the technical review committee will emphasize those potential candidates with low to moderately priced homes with attractive, conventional styling and widespread market appeal. Those selected as leading candidates may include, but are not limited to homeowners, homebuilders, and vo‑tech schools with:
(A) unoccupied, newly finished solar homes;
(B) occupied solar homes; and
(C) conventional homes with solar retrofits.
(c) Prior to final selections, an ED/AEC staff person will make an on‑site visit of each leading candidate's home, existing or under construction, and interview the candidate. The ED/AEC staff person will also convey to a leading candidate with a home under construction, any design changes suggested by the technical review committee. These design changes must be made if the candidate wishes his home to receive further consideration for the showcase. The technical review committee will then make the final selections and the ED/AEC will mail contracts to those candidates.
(d) Extensive promotional support for the open houses, a commendation from the Governor and a financial award will be offered to showcase participants. Selected homeowners, homebuilders and vo‑tech schools will receive five hundred dollars ($500.00).
